On the Market: RFS2 in Full Force July 1 officially marked the first day of the expanded renewable fuels standard (RFS2). The new requirements stipulate that obligated parties must ramp up their use of biofuels and re-register with EPA in order to accept, sell or trade renewable identification numbers (RINs). Companies who may have missed the July 1 re-registration date will now have to wait 60 days before generating RINs. The wait is due to the updated registration process, which requires all entries to be submitted under the agency's new centralized EPA Monitored Transaction System (EMTS), a type of central bank for ensuring RINs transactions. In addition to the expanded requirements, most of the original RFS2 terms began July 1. Finalized in February, the RFS2 calls for 36 billion gallons of biofuels by 2022 and obligated parties must meet certain lifecycle greenhouse gas reduction thresholds.
